PORT STEPHENS RACE BERTHING ARRANGEMENTS
The Port Stephen race will be held on Saturday 2 October.
Each competitor needs to make their own berthing arrangements with Mathew Faye at d’Albora Marina Phone 4984 1333 or e-mail nelsonbay@dalboramarinas.com.au.
The following documents need to be completed and sent to Mathew well before the date of the race.
REAR COMMODORE’S AUGUST REPORT
Equipment Compliance Audits have progressed very well for the start of the new season.
Skippers have in large part been punctual and have had all the appropriate equipment laid out for the Auditor.
This makes life so much easier for all concerned and the Auditors do appreciate it.
Remember – the job’s not done until the paperwork is finished. Please lodge those completed forms with the office so that they filter into our records and your entry can be accepted.
New Equipment Compliance Audits are necessary for all races – including Wednesdays and Friday night races.
 
Good fleets have entered for all divisions this year and racing got away to a good start on September 4. Race results will again be posted on the LMYC website (sailing/race results) each week along with progressive point score results.
 
A wealth of sailing information is sent out during the season via the club’s email stream.
Make sure our new Functions Manager Danielle (functions@lmyc.com.au) has your current email address.
Please encourage your crew to register so that they too are kept appraised of current activities.
 
For the Etchell sailors – an “urban myth” has been dispelled. There is nothing in the LMYC Sailing Instructions or indeed the International Etchells Class Rules to prohibit full Category C advertising on Etchells class yachts racing in LMYC events. Mainsails, jibs spinnakers and hulls (including boat names) are all available for advertising. Etchells Class rules are however being re-written by the International body. Owners wishing to avail themselves of the benefits of sponsorship in club races should consult their class association officials before taking such steps.
 
Skippers are again asked for their co operation on race days in sharing the lee side of the marina with other members in an efficient manner. Obviously a lot more members can access the marina if yachts are moored bow to rather than alongside.
 
The Sailing Committee is again endeavouring to grow the pool of available crew members. It is hoped that these activities will be reflected in the crew register on the club website

RULES  TIP
At a rounding mark the race committee noticed a boat touching the mark. There were several other competitors near by, and it was obvious that they witnessed the touch. No protests were lodged and the offending boat did not take a One-Turn Penalty.
Sailing is a self policing sport. Boats are expected to promptly take a penalty when appropriate.
The primary responsibility for protesting breaches of the rules is with the competitors, not the race officials.
A race committee should not normally protest for a breach of rule 31 unless that breach appears to be an apparent breach of good sportsmanship (rule 2). Examples are:
· deliberately touching the mark in order to gain an advantage
· failing to take a penalty after knowingly touching a mark
If the race committee is satisfied that the boat knew it touched a mark and took no penalty and did not protest another boat (for causing the incident), the race committee should protest even if other boats are in the vicinity. Those other boats may well have been focused on their own mark rounding and missed the incident.

SAFETY TIP
YA is proposing to issue amendments to Special Regulations effective from 1st October 2010 and will therefore apply for the Pt Stephens Race on the 2nd October.
The Amendment will affect categories 1,2 ,3 and 4.
Amendment 6 will change the wording of SR 4.21 – lifebuoys. There is expected to be no impact on current usage of lifebuoys and horseshoe rescue buoys.
Amendment 7 will change the wording of SR 3.03 – Hull Construction certification. This amendment will not affect categories 3 and 4. It will only have affect if a boat is subject to significant modifications.
Amendment 8 will change SR 5.01.1(e) and will make wearing of pfds in categories 1 to 4 mandatory in defined conditions, eg, at night, in certain wind strengths and several other circumstances. This will have a major affect on safety compliance when sailing.
Amendment 8 also changes SRs 4.18.5 and 5.03.4 affecting categories 1,2 and 3 and gives notice that EPIRBs and PLBs must have a GPS function integrated into each unit effective and required from July 2013.
It is recommended that competitors keep the YA web site ( not to be confused with YNSW) under review for the exact wording of the changes when published.
