Changes to Instructions and Rules

This source of information will not replace the clubhouse notice board but hopefully supplement that time honoured method of communication.

No.2. YA Amendment to RRS 80 effective 1st July 2009.
RRS 80 has been amended by deleting the YA prescription thereto.
Unlimited advertising is permitted as the default position.
No.3 YA Amendments 1 to 5 to SRs, effective 1st July 2009.
Amendment 1 affecting 3.03 Hull Construction Standards ( Scantlings). SR 3.03, 3.03.1 and 3.03.2 have been deleted and replaced with new regulations.
A new Appendix G Hull Construction Standards (Scantlings) has been added.
Amendment 2 affecting SR 3.17.4 (b). Gas detection systems only required on boats with appliances using pilot lights.
Amendment 3 affecting SRs 5.01, 5.02.2 and 5.05.3
SR 5.01.1(b)-a non complying vest type PFD will be permitted until 07/2011.
SR 5.01.7- Spare PFDs must comply with SR 5.01.1(b) or 5.01.1(c).
SR 5.02.2- Spare tethers are to comply with 5.02.1(b)
SR 5.05.3- PLB training. Insert categories 1 and 2.
Amendment 4 affecting 3.01.7 (a) and (b) and Appendix B7-Boats with moveable or Variable Ballast.
SR 3.01.7 (a) and (b)- Delete both regulations.
SR Appendix B 7.1,B7.1.1 and B 7.2.2- Regulations deleted and replaced with new regulations.
Amendment 5- Off the Beach Boats Part 2.
SR 1.01.4 added permitting an MYA to vary the regulations on request from a Club or Class Association.

No.6 ISAF changes to RRS 18.2(c) and Definition ‘Obstruction’
ISAF Racing Rules of Sailing Changes
Effective 1 January 2010
RRS 18.2(c)
The new rule to read:-
When a boat is required to give mark room by rule 18.2(b), she shall continue to do so even if later an overlap is broken or a new overlap begins. However if the boat entitled to mark room passes head to wind or leaves the zone, rule 18.2(b) ceases to apply.
Game change:-
The new rule prevents a boat clear astern in the zone which is required to give mark room to the boat clear ahead, from passing head to wind and quickly resuming her tack. Under the old rule the manoeuvre turn off rule 18.2(b).
Now only the boat entitled to mark room turns off the rule if she passes head to wind.
Obstruction
The new definition to read:-
Obstruction An object that a boat could not pass without changing course substantially, if she were sailing directly towards it and one of her hull lengths from it. An object that can be safely passed on only one side and an area so designated by the sailing instructions are also obstructions. However, a boat racing is not an obstruction to other boats unless they are required to keep clear of her, or, if rule 22 applies, avoid her. A vessel under way, including a boat racing, is never a continuing obstruction.
Simplification:-
The removal of the words ‘give her room or mark room’, are seen as simplifying the rule. It is not necessary to designate a boat racing as an obstruction to other boats when they are required to give her room or mark room.
The deleted words were seen to unnecessarily complicate the application of Part 2 rules when three or more boats are involved and both rules 18 and 19 apply.

Club Sailing Instructions 2010-2011 have made the following changes:-
7.4.3 R K Robertson affecting start procedures
8.6 Friday Twilight races affecting start times
13.2 Shorten course affecting determining results for handicap start races
27.3 Winter Races affecting discards
Bay Courses Division 1 Course 2 and 3 change of round marks.
